Sleeves Way Too Long

I purchased this jacket for rainy day hiking. It fit perfectly through all parts of the body, but the sleeves were 3" too long. When I use the Velcro feature to raise the sleeve length, it just makes a bunch of uncomfortable fabric in the arms.

Q: Mine came with a really, really strong smell. I've been airing it out the whole 2 months I've had it, but so far no improvement. Will the smell eventually fade? I'd like to avoid washing it to maximize the lifespan of the water repellency if possible.
