Run big in waist

I’m normally a size 6 in pants. I bought the M because I saw reviews that said that it stuck to the legs. The M fit my legs very well, but the waist was quite big. For it to fit well, I have to take the adjusting velcro all the way. The material looks good and on the lower part of the knees it has 3 fabrics, the outside is waterproof plastic, the middle is fleece and the inside is also like plastic.

Q: The model is NOT wearing a size that matches her body. Model's waist is 28", hips 37". So she should be in a Small. But she's in "size M x Regular". Is that a typo? I have the same measurements as the model so it reads as oddly confusing. S or M for me?
