I ordered a 3XL and it fit very well. Sill able to wear a relatively thick sweater or hoodie under it and didn't feel restricted or uncomfortable. The sleeves are a bit long, but that seemed to be my own problem and not the jacket!
Definitely does not keep you dry. Out in the rain for 30 minutes and my clothes were soaked underneath thd coat

This coat fits me well with plenty of room for comfort, which is great as a big fellow! It runs a little large, which is exactly what I want. It's also quite warm, which is great for New England living haha.
